This Blog has been dedicated to my all Dear Professionals friends who wish to learn more about Safety Management System. Here Open Discussion about different Safety Management System as per ISO 45001, ILO-OSH, OSHA and Indian Standard that has been followed by large scale industries for smooth operation and continual improvement in Health & Safety.

Hello gentlemen, Hope you are all fine and doing well during this COVID-19 Pandemic Situations.

As we all know the management of workplace Health & Safety must be considered systematically within the organization. A systematic approach to Management is directly linked to the “PDCA Cycle”.

PDCA means,

•    Plan
•   Do
•    Check
•  Act

This general approach has been used in many management systems such as ISO 9001 Quality Management System (QMS), ISO 14001 Environment Management System (EMS), ISO 45001 Occupational Health & Safety, ISO 50001 Energy Management, ISO 22000 Food Safety & many more….,

All these Safety Management systems have common principles which are demonstrated in the ILO’s Occupational Safety and Health Management System, ILO-OSH 2001.We can summaries the key elements of this system as below:

• 7.      Continual Improvement

1] Policy: A clear statement or written document has been made to establish health & safety as a prime commitment of management at all levels of the organization, but particularly at the top

2] Organizing: A framework of roles and responsibilities for health and safety must be created within the organization, from senior management to front-line workers, including the appointment of Safety Specialists staff.

3] Planning & Implementation: Detailed Arrangement must to be made for the management of health and safety. We can achieve this bigger step by Risk assessment and identification and implementation of Safe system of work and protective measures.

4] Evaluation: Evaluation means checking or evaluates leading or lagging indicators, Monitoring and review the effectiveness of the arrangements at workplace. This can be done by Re-active monitoring (E.g., Reviewing accident and ill-health statistics and Active Monitoring (e.g., Reviewing Inspection reports).

5] Action for Improvement: Those Shortcoming identified by the review process must be corrected as soon as possible by making whatever adjustments are necessary to the Policy, Organization and arraignment for implementation.

6] Audit: Arrangement must be made for the independent, systematic and critical examination of the safety management system to ensure that all parts are working acceptably well.

7] Continual Improvement: The intention is that the safety management system will not remain static but will develop over time to become increasingly appropriate and useful to the organization that it exits to serve.

Health & Safety Framework (OSHA)

1.   Management Commitment: Management having strong commitment particular health and safety
2.   Employee Involvement :more and more employee involvement are indicating good health and safety culture
3. Hazard Identification & Assessment : Same like Risk assessment lot of methods to do Hazard/Risk Identification (MSDS,JHA, HAZOP and other ) and then Assessment of that all hazards.
4. Hazard Prevention & Control :Again Prevention means step to be taken to reduce accident or increase health and safety program
5. Education & Training: Trained and educated your employee
6. Evaluation : means checking or evaluates leading or lagging indicators, Monitoring and review the effectiveness of the arrangements at workplace

A Safety Management System is a series of policies & procedures organizations use to reduce accidents and ill-health among employee.

According to OSHA “Effective Safety Management system has proven to be a decisive factor in reducing the extent and severity of the work-related injuries and illnesses. Safety management System will result in reduced injury-related costs. These savings when good administered will exceed the cost of a workplace safety management safety”.

In USA, some research shown that the successful adoption of Safety management system relies a great deal on the level of commitment from both management and employees, as well as an adequate commitment of resources to design and enforce the system.

Each Safety Management is unique, key components usually includes (Hazard Assessment, Inspections, Incident reporting system, worker training and performance measuring tools).

According to OSHA “The best Health and Safety program involve every levels of the organization, instilling a safety culture that reduces accidents for workers and improves the bottom line for managers , when safety and health are part of the organization and a way of life, everyone wins".

1.     Organizations Health and Safety Policy document
2.     Documents for evaluation of compliance with legal and organizational requirement
3.     Incident data
4.     Recommendations and action plans from investigators
5.     Absence and sickness records
6.      Audit results and implementation records
7.     Communication from enforcing authorities and insurance company
8.      Inspection, survey, tours and sampling records
9.      Previous review meetings MOM’s
10.     Internal communication
11.    SOP, SSW, RA, JSA/JHA , MSDS and other data.
